Today I have learned the Bowker is going to attempt to match more authors with publishers by having authors submit their manuscripts through an online service. Bowker is the same company where you can purchase your ISBN numbers before your book can be sold in any venue.
With this new venture, Bowker will allow authors to present their book proposals to publishers and is counting on the fact that publishers will utilize the service and find the next best selling books.
There is NO CHARGE for publishers, however, writers will be required to pay $99 to post a sample chapter and description of their work for six months.

I think this online service will give hope to a lot of self-pulbished authors who would like the opportunity to be picked up by a publisher–but I still believe the marketing of your book is the key and how much that publisher will do on that level is unknown.
